Phanindra Adhikary


Phanindra Adhikary has over 20 years of progressively responsible experience of finance, administration, human resources, institutional strengthening and capacity building, project and program management. Since last five years he has been significantly involved program development, country strategy and led the implementation of an innovative community support program to help people affected by conflict. And since 2007, he is involved in the program development and country office management for the International Relief and Development. He has designed a project in support of IDPs and conflict affected people for IRD, and is currently supervising its implementation of project in support of IDPs and conflict affected people in Nepal.

Phanindra also has about 11 years of experience of working in post conflict situation in Uganda and Cambodia from 1989-2000, helping to implement UNDP/ILO employment generation, vocational training, and ADB financed rural infrastructure improvement projects. He also has the experience in Nepal under a post-conflict context and ensuring good risk management practices by the DFID projects through conflict sensitive development approaches. 
 
Phanindra has a good track record in performance based financial management and reporting, developing and analyzing budgets for new projects, resources forecasting and prioritization. He has developed human resources, financial, personnel, procurement, inventory, and general administrative management policies, procedures, forms and guidelines for projects in Uganda and Cambodia. He also has good experience of training and developing small contractors in managing their business and financial aspects, mainly in Cambodia and during a month-long contractual assignment in Eastern Zambia. 
 
Phanindra has a good knowledge and understanding of project cycle management best practices, and contextual use of various aid-instruments through training and experience. He has expertise in project appraisal, preparing implementation, management and financial arrangements for new projects/programs. He has helped in developing joint financing arrangements for sector wide support in education and health in Nepal as well as in financial set-up of Nepal Peace Trust Fund.
