Jose A. Ruiz, Jr.

Jose A. Ruiz, Jr. is a specialist in the areas of Agriculture and Rural Development, Integrated Area Development Planning, Livelihood Establishment and Institutional Development.  His involvement in various (EU, ADB, FAO-TSARRD, UNDP) development programmes enabled him to make numerous Comprehensive Land Use Plans, Area Development Master Plans, and Agricultural and Fisheries Modernization Plans of various depressed municipalities in their search for growth.  A proficient lecturer on Project Development, he designed numerous Project Proposals and Feasibility Studies covering non-income generating projects (irrigations systems, flood control structures, farm-to-market roads, training centers, health and day care centers, reforestation projects, erosion control, nursery establishments, micro-hydro electric generating systems) and income generating projects (crop and animal production,  apiculture and fishery projects, food processing, handicraft making, commodity trading, farm mechanization servicing) for submission to financial institutions for funding.  He strengthened the operational capability of various national and local government institutions as well as the organizations of farmers, fisher folks, irrigators, water users, women, youth and senior citizens in the Philippines. He authored various books and training manuals touching on development planning.  He is a topnotch Agricultural Engineer (graduated cum laude and first placer in the Board Examination) with a Master’s degree in Agricultural Systems Engineering and Management and holds a Post-Graduate degree in Power and Machinery in Agriculture.  Developing computer application systems for the agriculture and business industry is also his forte.
