Dr. Edward Rackley
Since 1988, Dr. Edward Rackley has worked in conflict and post-conflict countries, primarily in Africa, for different UN agencies, NGOs, governments and multi-lateral donors. His areas of expertise include the design, implementation and evaluation of emergency relief and reconstruction projects; civilian protection and the disarmament, demobilization, and reintegration (DDR) of child combatants; rural development; humanitarian mine action and small arms and light weapons. His publications range from a mortality study for MSF along Congolese frontlines during the war, to empirical analyses of corruption practices affecting riverine traders plying the Congo River. Rackley holds M.A. and Ph.D. degrees in philosophy from the New School for Social Research in New York City, and speaks a number of languages including French, Kikongo, Lingala, and German.
