Carlien van Empel

Carlien van Empel is a political scientist, specialized in Local Economic Development (LED). After having worked with various NGOs in the Netherlands, she has joined the ILO for seven years. With the ILO and later on as an independent consultant, she has assisted LED and socio-economic reintegration projects all over the African continent and in South-Eastern Europe. Carlien’s driving force is accompanying local actors in their responses to transitional challenges imposed by globalization and decentralization. Over the years, she has developed an expertise in training and capacity building for inclusive local dialogue, involving representatives from the business community, local government and civil society. Other fields of expertise are: business development services, small business associations, public-private partnerships, local employment creation and reintegration of conflict-affected groups. Development of training manuals in these fields has become a core activity. Carlien provides also services to the ILO and the International Training Centre in Turin.
